  1. That the only letters accepted after a members name are the additional qualifications accepted by the Physiotherapy  Board  -  1986.
  2. Physiotherapy  Board -Mrs. S.Randle & Prof Murdoch’s (NZMA)terms of Office have expired. Subject to their agreement both should be renominated for a further term. Also Mr. J. Hopkins (NZMA)   Change of Health Dept. personnel administering the Board.  Miss L. Askew has been appointed Professional Adviser-General and relinquishes her role as Registrar of the Physiotherapy  Board.  Mrs. Vivienne Rollo has taken over as Deputy Registrar. Miss Bernice Kelly is Co-ordinator -Registration Boards Unit and Katrina Joseph is responsible for the Physiotherapy  Board.  
  3. Evaluation  Undergraduates Programme. The Board is establishing an evaluation panel which will include clinical Physiotherapists, Physiotherapists not involved in undergraduate Education , educators of Physiotherapists and Educators not involved in Physiotherapy  Education . Preference will be given to degree holders but Physiotherapists holding other qualifications will not be excluded from selection. 
  4. The evaluation team for an accreditation and  validation exercise will be selected from the panel.  The criteria for selection will be based on the following competencies and attributes:    (1) Ability to assemble, critically analyse and record relevant data (2) Ability to establish and maintain appropriate interpersonal relationships. (3) excellent communication skills - Awareness of own biases but open to new ideas and receptive to change; (4) Ability to observe deadlines; (5) Commitment to confidentiality and accountability.

  1. Physiotherapy  Board Education  Committee - The Committee meets again at the end of July by which time the nominees for the Accreditation team will have been selected.
  2. The amended regulations for registration of overseas  Physiotherapists are now in place. Where temporary registration only is granted, full registration may be granted after a period of clinical practice is undertaken - guidelines have been set for cases where up to 6 months of supervised clinical practice is required.
  3. Competency to Practise Physiotherapy  - some informal discussion has taken place.
  4. In conjunction with the survey it was moved “that the Executive approve in principle the spending of funds for the circulation of this material to non members.
  5. Physiotherapy  Board - Mr. Hopkins and Prof Campbell had been renominated to the Board.

  1. Physiotherapy  Board - Mr. Searle’ term of appointment ends at the end of 1990. Replacement nominees to be made at the next meeting.
  2. Physiotherapy  Board  (2)  Report  from the Working Group on Occupational Regulation concerning the Physiotherapy  Act.
  3. The Rehabilitation and Incapacity Bill which would replace the present ACC Act;
  4. The Health Commissioner Bill which deals with the appointment of a Health Commissioner, an advice service and of Code of Health Consumer rights.

Physiotherapy  Board - The Deputy Registrar of the Board, Mrs. Vivienne Rollo will be taking early retirement before the middle of the year.     Mrs  Frances Wilson, Charge Physiotherapist  Rotorua, has been appointed as the Society’s nominee to the Physiotherapy  Board. APC costs - The Gvt. has decided not to accept the Board’s proposal to increase APC costs to cover the 1991 budget.  This move seems illogical and out of step with “User Pays”  The layout of the 1991 AOC Invoice layout and Workforce Data Collection was a little confusing and Executive hoped that workforce Data collected yet again this year will be processed as the Society is still waiting the results of data collected in past years.

Publication of Names of Physiotherapists involved in disciplinary Action with the Board. Mrs. Gay Wood expressed concern that if names are omitted from accounts of disciplinary action this could put innocent practitioners under suspicion. Mr. Lamont explained that the present disciplinary section of the Act did not allow the publication of names.  After discussion it was agreed that the present disciplinary section of the Physiotherapy  Act was woefully inadequate and that the Society should continue urging Government of the need to update it.    It was moved that National Executive continue its efforts to have the Physiotherapy  Act updated.

Physiotherapy  Board - with the retirement of Mrs. Rollo  Mr. Paul Garland,  Manager of the Board Unit has assumed the position of Deputy Registrar of the Physiotherapy  Board.

31 - 8 - 91

  1. Physiotherapy  Board -  Mr. Lamont’s term of appointment expires on 31-12-1991 - Executive agreed he should be renominated for a further term.]
  2. Matters of Concern for discussion with the Minister of Health. Executive raised a number of problems regarding the general administration and operating of the Physiotherapy  Board and agreed that the following matters be raised with the Minister  (1)  The current administration of the Board - the handling of disciplinary matters, the handling of  State Examination, the lack of information from the Board, and inappropriate temporary registration of overseas Physiotherapists.  (2)   Independent Administration of the Board  (3)  Proposed umbrella Legislation for Health Professionals.

  1. Physiotherapy  Board - the Associate Minister of Health has accepted Mr.Lamont for a further 3 year term.
  2. Board Administration - The Society has written to the Board detailing points of concern. regarding  the Dept of Health’s cost cutting measures as they relate to the administration of the Board and is waiting for a reply.
  3. Physiotherapy  Board Education  Committee - M. Skinner to be the nominee for the new Committee.  Some members are still unsure of the meaning of “Body Corporate” An article is to be prepared.

Physiotherapy  Board - Executive were pleased to learn that following discussion of its concerns the Board have now agreed that edited Board Minutes should be available on a confidential basis to Executive.

National Executive Objectives for 1992

  1. To increase communication with the Physiotherapy  Board.
  2. To seek the co-operation of the Board to enforce changes to the Physiotherapy  Act and the move to Body Corporate Status.
  3. It was agreed to find legal opinion on the matter of Physiotherapists found guilty of fraud and name suppression. It was agreed that if a member of the Society is found guilty of defrauding the ACC the Physiotherapy  Board  will be asked to consider the necessary disciplinary action against the Physiotherapist named.
  4. Physiotherapy  Board - it was agreed a meeting be arranged between M.Skinner and the Chairman of the Physiotherapy  Board to discuss issues of common concern.

Physiotherapy  Board - the late arrival of APC’s  was discussed - a letter had been sent to the Board requesting that they will accept legal responsibility for Physiotherapists treating patients without an APC. To date no reply has been received.

    1. Physiotherapy  Board - M. Skinner discussed her recent meeting with the Chairman and Deputy Registrar of the Board, and was pleased to Report  on the current level of co-operation between the Society and the Board.
    2. Board Nominations - Executive discussed suitable replacements for Prof Murdoch, who is going to the Middle East.
    3. Late Arrival of APCs - The Department will not accept legal responsibility of Physiotherapists treating patients without a current APC.

    1. Physiotherapy  Board - NZSP/NZMA Joint Board Nomination  - The Society will have discussions with the NZMA concerning a joint nominee.
    2. The Board forwarded a proposal on the Management of Disability and the Mental Health of Practitioners which would extend access to o the DHAS for all Physiotherapists, not just NZSP members as at present.
    3. The Board will  be responsible for the initial referral fee to the DHAS but will not be informed of the  practitioners name.    The Physiotherapy  Board is to make recommendations to the Dept. of Health to have the Legislation relating to Mental Illness changed so that it can accommodate the proposed model as well as allowing the withdrawal of an APC if there is reason to believe that practitioners are unfit to practise as a Physiotherapist - a conditional APC will also be available which will allow certain practice conditions to be detailed.  Executive agreed that discussions should be initiated between the Board, the Society and the DHAS to confirm the proposed model is viable.
    4. Following a suggestion by the Ethical Committee contained in a proposal prepared by M Lamont, the Board discussed the establishment of a new Committee in the disciplinary process. The Committee, to be called the Preliminary Investigation Committee, would assess all complaints concerning Physiotherapists whether addressed to the Society or the Board. 
    5. This Committee would comprise 1 Physiotherapist, 1 Physiotherapist nominated by NSZP 1 lay person.  The Board is seeking legal advice on this proposal and Executive endorsed the proposal subject to an affirmative legal opinion.

    1. Physiotherapy  Board Joint  NZMA/NZSP nominee - the CV’s of two nominees were discussed

    October 30/31 - 1 November 1992

    1. Physiotherapy  Board - The Society has been informally advised that the Board will be establishing a Preliminary Assessment Committee probably under Section 8 of the Physiotherapy  Act and that the Society will be asked to nominate a practitioner to sit on this Committee.
    2. Dr. Sharon Kletchko is the newly appointed chairman of the Physiotherapy  Board - M.Skinner & J.Tedder will meet with her prior to the Select Committee hearings to discuss the context of the Society’s and the Board’s submissions.
    3. (9) Ultra sonics Licence (10) APC. The Senior Practitioners Assn and the Senior Physiotherapists assisted with the complication of this list.

    NZ Physiotherapy  Board - Mrs. Heather Hutton has agreed to be the Society’s representative on the Preliminary Investigations Committee.
